We are now living with a great deal of uncertainty, which will increase. As a society, we have to be prepared for threats we cannot conceive, we must build resilience not just in developed countries, but particularly in conflict areas.

If Russia or China try to fly a plane into the United States, they'll be shut down by a USAF F35. Meanwhile, if they try and fly an information plane into the United States they're met with Facebook and Google algorithms that run an auction to enable them to get the maximum audience, for the cheapest price.

People really don't oppose new technologies but they question the way they are used so the challenges are more social than they are technological.
